A tool needs a process

A well-designed form cannot carry an unclear responsibility by itself.

Ask what the tool supports

Every field should help someone make a decision or complete a necessary action. If its purpose is unclear, ask why it is there. A shorter tool with a clear use often works better than a comprehensive document nobody understands.

Explain the handover

Who starts the form, who reviews it and what happens next? These questions belong in the process design. A document can be complete and still fail if the next person does not know they have an action.

Maintain the material

Assign an owner and review the tool when work changes. Listen to the people completing it and remove unnecessary effort. HR tools remain useful when they are treated as part of an operating system rather than a one-time writing task.
